Expired C&R, any issues with getting new license?

Are there any issues with getting a new C&R after a collector forgot to renew the prior license?

No, just reapply and answer 11A, the question about have you ever had a federal firearms license. Just say "yes" -- and you might just write in, "didn't renew." You could also attach a copy of your old license.

Shouldn't be a problem. Only if it were revoked would it be a problem.

I've read here that if you let your license expire, you can discard your bound book. Then use a new bound book with your new license. Is that true?

              Not from expertise, ...

... but from an earlier inquiry of a similar nature, triple yup, yup, yup.
"Of all tyrannies a tyranny sincerely exercised for the good of its victims may be the most oppressive. It may be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated; but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience." ~ C. S. Lewis
