I'm looking for an FFl in San Diego that is knowledgeable about antique firearms and the rules about them. Lots of online sellers don't understand they have an antique and want to send it to an ffl. Im looking for an ffl that will receive it but then recognize that it doesn't need ffl or dros transfer and hand it over. Happy to pay a fee for receiving, but dont want to to dros it.

I've had the same thought, but there's definitely limitations. If the selling FFL has it on their books, they'll record it transferred to the CA FFL, plus get DOJ permission to ship it via CFLC. If the receiving CA FLL fails to put it on their books too (which then requires a DROS to transfer out), that would fail an audit. If the selling FFL doesn't have it on their books, but just "wants" to send it to a CA FFL because they're scared of CA laws, they still have to do the CFLC paperwork with DOJ to ship it. At that point, I'm not certain the CA FLL can choose not to log it. Since DOJ knows it was transferred to them, and an audit would show it never logged. So it's in the same boat, I doubt an FFL would agree to do that for you. The last category is a private seller, who doesn't require CFLC if it's a long gun (I think), and ships it directly without using an FFL middleman. That's the only maybe category. Since there's no record of the antique even coming into CA, the CA FFL might be able to just hand it over, no different than if you got an FFL to order you a new stock. If that's not coordinated ahead of time and it shows up unannounced, they'd probably just log it to be safe though. And DROS it out. It's hard enough finding FFLs that will do C&R no wait transfers or know how to do them, so good luck, I haven't actively asked any on this topic. -
Develop a relationship with a shop near you. This is always the key. Once they get to know you they may have greater trust in you, or a willingness to aid you lawfully.
Without that relationship few if any shops will extend much to a stranger.
But, times are hard right now for most gun shops. There may be a greater willingness to help you to earn your business. I suggest you demonstrate generosity if they will help you as you ask.Comment
