I believe that had it not been for France sending America 2 shiploads of Charleville muskets, the British would have won the revolutionary war. All the major nations, including America had their own system and method for making paper cartridges. The 1777 Charleville cartridges were standard issue for France and they are the easiest to make. And can be easily made for use in any musket from the late 1600's up through the American Civil War. They aren't exactly correct for all time periods, but close enough for me.
