Get a COE and ask seller to either drop the price $35 or pay for it at their asking price. With the COE you can walk out the same day!

This has happened to me on several occasions. Mostly on C list.

One of the deals was good enough not to care about the $35dros. But it wasn't nearby, so making the drive twice for no reason and waiting 11 days for no reason was a deal breaker. Showed him every law on the books but no dice.

Going through a FFL on a C&R makes as much sense as selling a car and telling someone they have to go through a FFL if they want to buy it. MAKES NO SENSE AT ALL!!!

Same thing happened to me. I agreed to meet him near where I work at a gas station/store. It split the difference between the towns we lived in. I go there, waited an hour, went home and there was a pm waiting for me telling me he didn't want to sell it at a gas station. He re posted it, raised the price and then decided to put down that he had cut the barrel which took the c&r exemption away from it. OP, my 1928 mosin I bought a couple of weeks ago for a hundred bucks is great.
