Idiot's Guide to C&R?

Greetings all!

So I realize that there are volumous threads here about C&R licenses, but I figured that before I dedicate my upcoming day off to sorting through them, I might as well check if there were some sort of guide that lays out the entire process or something, with all the hoops to jump through from the Feds, State, and (hopefully) locals in order to use a C&R.

I'd never even heard of them until a few months ago when someone mentioned them in one of my threads here, and between the fact that I've always wanted a Garand and an '03 Springfield, at the very least; and the way that I like my new Mosin-Nagant so much I might buy another, I figured it's time to take the plunge.

I'm not interested at all in selling weapons, so the language on the form that wants me to list my business partners for the dealership and what not is taking me back a bit... also, if anyone has experience with using one in SoCal (Burbank) specifically, advise would be appreciated. Do you really need to contact the chief of police and tell him that you want to get a C&R? I'm not sure how well that would go over...

As far as CLEO all you have to do is send them a copy of the application (and maybe a letter stating intent to apply for a 03FFL) and that is it. It is a requirement to inform your CLEO.

The only real difference is that you don't need to order the paper forms from ATF any more, you can get them online.

It appears to be as simple as filling out the ATF forms from the internet and mailing it in. I sent mine this past Friday (Black Friday) and I checked my account today for something else and actually saw the charge already on my card, so 5 days and ATF has the app and charged the $30.

Based on this, I might have my C&R in time for Christmas deals.. YIPPEE!!

You are required to send a portion of the form to your CLEO (Chief Law Enforcement Officer) but no cover letter is required. The CLEO is the Chief or Sheriff of whatever agency will show up at your home (license) address if you called 911.

While delivery confirmation is not needed for the process I sent my form to ATF by priority mail with delivery confirmation, to reduce the chance of it getting lost, since it contained personal information including a credit card number.

The CLEO copy I took to the post office and asked them to meter it. They will give you a receipt for the postage that shows the zipcode of the recipient. I attached the receipt to my copy of the paperwork as proof that I mailed a copy to the CLEO.

Some folks in the LA area have reported that the local BATFE office called them for a pre-license interview. It basically amounted to the ATF person making sure the applicant knew it was not a business license. There was a bit of confusion on the part of ATF as this was some kind of pilot program and the agents didn't appear to know what exactly they should do and talked about some of the requirements associated with a dealer's license. Most reported that it was annoying but not a deal breaker.

I may have read one of the older sites stating the letter of intent. I think you are correct about it not being mandatory anymore. I think that was when online forms weren't prevalent.

Yeah, I received a call from a local BATFE IOI wanting to setup a face-to-face interview when I applied for my C&R earlier this year. She dropped off a bunch of paperwork, various forms to keep around, the big federal firearms regulations reference guide, went over the limitations of the C&R license (which I was already aware of), and answered any questions that I had. Far from annoying, I actually found it to be pretty cool that they're reaching out to make sure that people applying for C&R licenses are aware of and understand the relevant laws and limitations.

Doesnt sound as complicated as it seemed before. I may have to look into this. I'm very interested in some older ww2 rifles and the auto5's and Makarovs/TT33 pistols.
