C&R question

Hello everyone!
I need a little help navigation around the calguns. I have been searching for the info about C&R. I was told that law's have changed about buying C&R rifles. I want to buy a mosing from a private party and was told that the only way is to go through a dealer. I need a little help on finding that info to read up on it.

The law did change, but it does not take effect until 2014.
