Abit confused about how I prove to the CMP that I'm a member of an org that promotes marksmanship. Do I have to enter a competition and send them the results or something?

Go to an Appleseed shoot to fulfill the marksmanship requirement: www.appleseedinfo.org

While there, sign up for a membership with the RWVA, it's $20 for a one year membership, and tell one of the instructors you want a CMP eligibility paper.

Participating in a CMP shoot is ideal, but if you already belong to a shooting club of some sort or have some training certification you are probably set. Email them and ask if your current qualifications will do it. They usually respond to emails in a day or two.

CMP Requirments

The CMP's list of supported clubs is here.. I use my CRPA membership. If you join CRPA you will get a membership card. Make a copy and send it off to CMP and that will meet your club requirement. At that point you may purchase ammo. If you want to purchase a firearm you need to prove that you have participated in a live fire event. The California HSC doesn't include shooting. One of the easiest ways to get a live fire is to attend an Appleseed.

Membership in CMP Affiliated Organization: You must provide a copy of your current membership card or other proof of membership. This requirement cannot be waived. The CMP currently has over 2,000 affiliated organizations located in many parts of the country.

Membership in many of these organizations costs $25.00 or less and can be accomplished online. A listing of affiliated organizations can be found by clicking on our Club Search web page at http://www.odcmp.com/clubs/searchclubs.htm. If you have any difficulty in locating a club, please contact the CMP at 256-835-8455 or by emailing CMP Customer Service. We will find one for you. In addition to shooting clubs, the CMP also has several special affiliates. Membership in these organizations satisfies our requirement for purchase. These special affiliates include: Congressionally chartered veterans' organizations such as the VFW, AL, DAV, MCL, etc. U.S. Military services (active or reserves), National Guard, to include retirees. Professional 501(c)3 law enforcement organizations and associations such as the FOP, NAPO, NSA, etc.

Note: Club membership IS required for purchase of rifles, parts, and ammunition.

Club membership is NOT required for instructional publications or videos or CMP memorabilia.

Marksmanship or other Firearms Related Activity: You must provide proof of participation in a marksmanship related activity or otherwise show familiarity with the safe handling of firearms and range procedures. Your marksmanship related activity does not have to be with highpower rifles; it can be with smallbore rifles, pistols, air guns or shotguns. Proof of marksmanship participation can be provided by documenting any of the following:

•Current or past military service.

•Current or past law enforcement service

•Participation in a rifle, pistol, air gun or shotgun competition (provide copy of results bulletin).

•Completion of a marksmanship clinic that included live fire training (provide a copy of the certificate of completion or a statement from the instructor).

•Distinguished, Instructor, or Coach status. - Concealed Carry License.

•Firearms Owner Identification Cards that included live fire training. - FFL or C&R license.

•Completion of a Hunter Safety Course that included live fire training.

No proof of marksmanship required if over age 60. Proof of club membership and citizenship required for all ages. NOTE: Proof of marksmanship activity is not required for purchase of ammunition, parts, publications or memorabilia.

Be Legally Eligible to Purchase a Firearm:The information you supply on your application will be submitted by the CMP to the FBI National Instant Criminal Check System (NICS) to verify you are not prohibited by Federal, State or Local law from acquiring or possessing a rifle. Your signature on the Purchaser Certification portion of the purchase application authorizes the CMP to initiate the NICS check and authorizes the FBI to inform CMP of the result.

Reposting for emphasis:
In my post #2 above, the link is to the CMP forum where Orest, CMP COO, confirms that a California hunting license, California Hunter Education certificate, and California DoJ Handgun Safety Certificate are acceptable for the marksmanship requirement.
In that forum thread @ post #7, Orest opines on the subject.

I just want to reinforce Homebrew's post - it's markmanship or other firearms related activity. Getting a HSC is an other firearms related activity. The text on their website is somewhat contradictory but a number of people on the forums here and that I've met in real life have used their HSC. (For that matter, they also accept a C&R license which doesn't require shooting, either).

For the club if you don't already belong to one another good choice is the Garand Collectors Association. $25/year and their journal is very interesting. I'm a member even though I meet that requirement in other ways as well.

These aren't supposed to be major blocks to overcome - they're just making it a little trickier for dealers to load up their entire family to cheat on limits, and a little less likely that people who know nothing about rifles will mail order a Garand as their first gun. Don't make it more complicated than it has to be.

The GCA communicates membership information directly to the CMP. This will fulfill the "Membership in CMP Affiliated Organization" requirement. GCA membership does not fulfill the "Marksmanship or other Firearms Related Activity" requirement.
