    03 FFL and Gun Store purchase

    I sent off my paperwork to obtain the 03 FFL yesterday and so the wait begins.

    With an 03 FFL can I go into any gun shop and buy a C&R qualified item and make a transaction and walk out with it?

    Not unless you are in another state or have a COE.

        what you need is a COE a certificate of eligibility..... It costs about $100 but you can use that in conjuction with your C&R and you can go straight home with your C&R guns

          I have used my C&R and COE at a few places in CA. It's hit and miss with them understanding that with your 03FFL and a COE you get to cash and carry any C&R firearm. I would avoid Tabor's in San Bruno, since the guy that runs it doesn't even think that an 03 FFL license is proof of residency in CA when it matches your driver's license...

              I just started the dros on my broomhandle mauser and did it at ammo bros in cerritos.. they still made me do the 4473 -did not accept the CR ffl to transfer from their book to me(ffl to ffl) BUT they DID use it as a 2nd form of ID (!?)...

              So much for just dros and transfer from 1 ffl to another like the BATF said they would(FFL's) would do.. supposedly with the CR Lic we do not have to fill out 4473 on CR firearms.... still have to do it on modern stuff...

                  Even with a C&R, when buying a C&R firearm from a gun store in CA you still have to do all the paperwork. With the COE it lets you walk out the door with it same day. No COE=10 day wait.

                    Yes, but 4473 is a federal form. Having FFL03 license fulfills federal requirement, so 4473 should not be necessary. DROS is another story, it's a state thing, have to do it and pay for it regardless.

                      I wouldn't take a C&R firearm in there to DROS. It was an Iver Johnson .22 top break revolver. The owners first question was that if it was a C&R and I had an 03, then why were we even in the store to DROS it. Then he wouldn't accept my Federal License from the ATF as proof of residency.

                      So I suppose as long as it's not anything complicated transaction, then I suppose take your chances....
