I have a question about cash and carry that I have not found in PC 12078(t)(2) or any where else on the net. Here it is:

If a person purchased a run of the mill Mosin Nagant from Big 5 and sold it later down the road, is a PPT necessary or is a copy of the persons CA DL & a bill of sale sufficient? A PC reference clarifying would also be helpful. Thanks CalGunners!

You can sell it yourself, no paperwork required although a copy of CDL and bill of sale is a good idea to CYA.

A PPT at a dealer is not required for your C&R ftf sale. But if you go through a dealer they charge a dros fee - it's their business (though many ffl's don't love ppt dros).

You just need to be certain your buyer is legally able to purchase a firearm in CA. If you choose to get his/her CDL and make a Bill of Sale, it's for your own record and CYA. It's cash and carry.

As has been said here many times, rifles, other than "assault rifles," are not registered in California (Yet).
