COE help??

i just sent of my 03 ffl papers last week what do i do about the COE ? do i wait untill i get my licence or do i send off the papers for the COE now?is there anything else i need to do to go along with the 03?any help for a newbe would be great.

Well do you even want the COE? It is not required. The COE/C&R combo just exempts you from the one handgun per month rule for all handguns and the ten day wait period on all C&Rs.

If you want the COE, here is the form: http://ag.ca.gov/firearms/forms/pdf/coeapp.pdf. You need to do a LiveScan fingerprinting, check page 2.

Personally, I waited until the day I received my 03.
You CAN get the COE at any time, but unless you want to work in a gun shop, the COE by itself is worthless, thus, if there is anything in your background check that denies the 03, the application for the COE is a waste of $75-$100... and it would likely be denied as well (since it passes through DOJ and FBI background checks).

The two are used together to qualify for the various exemptions, but the application and issue process is entirely separate. The only thing in common between the two is your "Type of business = Collector" statement.

I could be wrong, but in my research on calguns about getting my ffl03 (I have since sent away for it), I noticed a coe would entitle you to cash and carry a longarm from a dealer in california( along with your ffl03). Is that correct? If so imo it's well worth it to get the ball rolling on a coe while your waiting for your ffl03. Also what is an ATI #, are there instructions on how to fill out the first section of the coe application? Trying not to thread jack but in searching for information came across this thread and seems like it was inproperly or not fully answered.

It will let you cash and carry a C&R HANDGUN from a dealer or PPT (PPT handgun still has to go through an FFL)!

No 10 day wait period!

Also no 30 day wait between buying modern handguns.


When you fill in the COE's PDF file, the last pages will automatically copy the information.
The ATI is the "Applicant Tracking Identifier" that is issued by the Livescan operator. That "connects" your application to the Livescan.
"Business Type" is "Collector"

Complete the application (without the ATI) and take the last 2 pages to the Livescan operator along with checks payable to the appropriate entity for the appropriate amounts (the Livescan provider will tell you what you need for the COE when you schedule the appointment).
Get the ATI, copy it to the COE app, and mail it to the DOJ.
