    No Longer Needed!! ab962 law got owned!

    I was talking with someone the other day, that mentioned to me, that if i have my 03 FFL + COE i can still buy ammo online? even after the Feb 1st law?

    i have my 03 FFL.. didnt see the point of a COE.. but now i do if this is true!

    yes, the exemption exists if you have BOTH the C&R FFL & the COE. however, not all vendors will honor the exemption, so YMMV on the success ratio.

    here are the benefits of the 03FFL+COE combo,

    It has a very limited use in CA, but when used in conjuction with the C&R FFL, exempts you from the 10-day wait on C&R purchases (handguns and long guns) from a dealer (still must DROS it), and exempts you from the 1-in-30 handgun regulations for ALL handguns, modern and C&R. If buying a C&R handgun, if you have the C&R+COE combo, you are exempt from the Handgun Safety Certificate requirement as well.


    When/If the mail-order ban portion of AB962 goes into effect, the C&R+COE combo will also allow you to do mail-order handgun ammo, provided the seller understands the exemtpion.

              Try the ammo and reloading forum. I know one was being worked on in there but I don't know if it was ever stickied or not.

                  A C&R (Curio and Relic) FFL is not an exemption, it is a Federal Firearms License. Cost is $30 for a 36 month license from ATF. Go here and look to th right where you can download the form and instructions.

                  A COE is a Certificate of Eligibility for the state of California. Cost is about $100 for the first year and something like $24 or so for every subsequent year. For a COE, go here and download the form:

                  People who have BOTH a C&R FFL and a COE are exempt from the ban on buying handgun ammo through the mail.

                  The first post of this thread gives you info on the vendors who will honor the exemption.

                    Good luck getting your COE right now. I think the DOJ is very backlogged with paperwork. I submitted for my COE Dec 10th and still have not received anything yet. I keep checking the online system for acceptance but I'm still in process.

                      I've got my app in there too but didn't know there was an online system to check status. I can't find it on ca doj site.

                        It's a phone in system. You have to enter in your ATI number and date of birth.

                        916-227-4557 Listen to all the prompts the first time you call in. Every time after just hit 2 to get to the input process.
