DOJ CFLC system & C&R??

I was looking at buying a 1952 Tula SKS from a vendor off gunbroker and I was asked if I was registered with the CFLC system?? I wasn't aware that as a private collector that I needed to be registered with the CFLC system. I thought this was only for an 01 FFL engaged in a business??
Could anyone help me cite PC for this? As I would like to buy this SKS from this vendor.

Here are a couple of links with info showing that C&R rifles and 03 FFL's are exempt from CFLC. They also shows that private parties and 03 FFL's are exempt when shipping to CA.

that's what I thought but the dealer from out of state has to obtain a CFLC # before shipping it to me right?

or since it's C&R do they need to obtain a #? since it says on the application that curio or relic long guns are excluded from this. correct?

No, if you have an 03 FFL, you do not fall under the CFLC requirements.
No CFLC number is required period. For anyone shipping a C&R long gun to an 03 FFL in CA, there is no CFLC required.

It is this simple. You send him a signed copy of your 03 FFL and payment. He sends you the rifle. If you have an 03 FFL, it's that simple. It doesn't matter what kind of FFL the other guy has. You as an 03 FFL do not fall under the CFLC requirements.

Two failures on the vendor's part.
1 - 03FFL are exempt from CFLC requirements.
2 - It is the SHIPPER that is required to be in the CFLC system.

If the vendor is an 01/02/07, he must be in the system if he is shipping to a California 01/02/07.

Widener's will only accept orders from FFL03 and FFL06 in California. No CA FFL01's can purchase firearms from Widener's. They refuse to participate in the CFLC system.

cool thanks. So since it's a Curio long gun then there's no need for him to obtain a CFLC number before he ships it to me after I send him a signed copy of my license then. Actually this vendor has said that he was registered with the CFLC too.

Correct.

He only needs to be in the CFLC if he is a dealer shipping to a California dealer.

California 03 FFLs do not need to be in the CFLC system.
