Is CMP the only decent source for good affordable garand recievers or can they be had elsewhere?

Yes, mainly because you'd have to get a stripped Garand receiver via a 01FFL if it wasn't coming from the CMP.
I believe Century, SOG, or one of the other C&R speciality dealers had a bunch of Winchester Garand receivers (stripped and barrelled), but the prices were pretty high.
