A California resident who DOES NOT have a C&R license wants to purchase a C&R handgun from me. While I realize that I have to ship it to an 01 FFL, since the pistol is not on the DOJ roster of approved firearms, must the buyer also have a C&R license?

The C&R exemption to the DOJ roster of safe handguns applies to all buyers. Nobody involved in the transaction needs to have a C&R license.
