Yes. C&R handguns are exempt from California's safe handgun roster.

A C&R license plus a COE will waive the 10 day wait. With the exception of some municipalities (like Los Angeles city) the 1 in 30 restriction is also waived with the above combination. Without the COE, you still wait 10 days and have the 1 in 30 restriction.

Edit: Didn't know that cities could override the 1 in 30 restriction. Glad I'm not in LA.

ok I don't have COE or a C&R So looks like I can get it transfered to me but I have a 10 day wait and have to wait 30 days for more than one.

What is a COE btw.

And I still need to have the handgun safety licence thingy right.

Yes, you need a handgun safety certificate (HSC) - $25.

Combination of C&R FFL plus COE will also exempt you from the HSC requirement (X13 Exemption) when you buy a C&R handgun, but not a modern handgun.
