C&R with COE???

    C&R with COE???

    Sorry, I am very new to the C&R area. I just sent off my C&R application to the ATF and noticed someone mention C&R with COE.

    What is the COE? Should I apply for it also?
    If so, do I have to wait until I receive my C&R?

    Thank you in advance for any help on this?

    The COE stands for Certificate of Eligibility and is just a certificate that says you are not prohibited from owning or possessing a firearm. It is only good for one year. Some gun shops require a person to have one for employment. Other than that, alone a COE does you nothing.

    A COE + C&R = 0 day wait period on C&R rifles and handguns DROSed from an FFL and the 1 per 30 handgun rule for both modern and C&R handguns no longer applies to you.

      also you can receive mail order and internet ammunition shipments which will mean cheaper prices come February when the ammo bill takes effect

        Thanks guys for the quick response. I knew you guys would have the answer.

        The availability to order ammo online is one of the reasons that I sent off for the C&R.

        Where is the application to apply for this COE? If it is only good for a year, will I have to start the whole process or just send in another fee?

          Hopefully there will be out of state vendors that understand the C&R & COE regs. I'm sure some of them won't want to bother with CA after AB962 takes effect.

          There's an ongoing legal challenge to 962, but I'm at best cautiously optimistic about it going in our favor.

            true some vendors might be ignorant but they will learn eventually so the coe is best bet

              Go to the DOJ website for the COE app. The basic steps are complete the app, get fingerprinted at a Livescan site (locations listed on websiet) then mail in the app. Once the app is OK'd renewal is $22.00 and all you do is send in a simple form, no "repplying" every year. I just sent mine in for renewal, in a rare example of efficiency DOJ is very quick to process the app but slow as hell to cash the check.

              Figure you should pay about $125.00 for the app & prints on the COE, getting fingerprinted is the only slight PITA. I did mine at SFPD on Bryant, call or visit to set up an appointment.

                I applied for my COE the same day I sent my app to the ATF for my C&R. Cost me about $85.00, which I guess is pretty cheap.

                  Buying from a 01 Dealer:
                  C&R license - within CA - rifle = 01 Dealer DROS – 10-day wait
                  C&R license - within CA - handgun = 01 Dealer DROS – 10-day wait – Must have HSC
                  C&R license and COE - within CA - rifle = 01 Dealer DROS – No 10-day wait
                  C&R license and COE - within CA - handgun = 01 Dealer DROS – No 10-day wait/No 1 handgun per 30 day limit

                  Buying from a Private Party in CA:
                  C&R license - within CA - rifle = Cash and carry
                  C&R license - within CA - handgun = 01 Dealer DROS – 10-day wait – Must have HSC
                  C&R license and COE - within CA - rifle = Cash and carry
                  C&R license and COE - within CA - handgun = 01 Dealer DROS – No 10-day wait/No 1 handgun per 30 day limit

                  Buying Outside CA:
                  C&R license - physically outside CA - rifle = Cash and carry - no CA paperwork
                  C&R license - physically outside CA - handgun = Cash and carry – Must submit DOJ paperwork and $19 fee
                  C&R license - physically inside CA - rifle = Rifle shipped to your door
                  C&R license - physically inside CA - handgun = 01 Dealer DROS – 10-day wait – Must have HSC
                  C&R license and COE - physically outside CA - rifle = COE irrelevant outside CA – See above
                  C&R license and COE - physically outside CA - handgun = COE irrelevant outside CA – See above
                  C&R license and COE - physically inside CA - rifle = Rifle shipped to your door

                    sorry to correct you but a ffl03 with a coe does not have to go threw a 01 dealer for ppt handguns if they are c&r ,they can fill out the form and send it in them self's,out of state c&r handguns can be shipped directly to ffl03 's with coe's they just have to send the doj form in when they get the gun...

                      Unless I'm mistaken, others can correct me if I'm wrong. But unless the handgun was made before 1899 it is still need to be shipped to 01 in California per Cali pc. This was alrady discussed. Can find the post from my iPhone

                          incorrect. CA law requires that all handgun transfers go through an 01FFL in CA unless it is a C&R handgun physically acquired outside the state. There is an argument that if one mail-orders a C&R handgun that the transfer happens out-of-state but CA says that if it is received in CA, that it has to go through an 01FFL.

                          The COE (with the C&R) does not exempt the need to go through an 01FFL.

                            Shmeare, you are correct and stitchnicklas is wrong.

                            One detail to add to your list though is that C&R long guns purchased from private parties within California need to be at least 50 years old to be eligible for cash and carry without doing a PPT at dealer.

                              If I travel out of state and buy 1 or multiple C&R handguns can I ship them to myself, Or would I have to bring them back with me? Say I fly to arizona and buy 10 CZ-52s or what ever, do I have to physically bring them back myself?
