Try contacting the livescan operator for the number.

The fingerprints were sent electronically to CA DOJ and the FBI. The livescan operator got a Live Scan ATI number that goes on the application.

All you need to do is get that number -- he keeps a log similar to a notary that includes your ID info and the Live Scan ATI number. He can look it up.

Just get the number; and fill out a new COE application form... put the Live Scan ATI number on it and send them in with the $22 fee (you already paid the livescan operator for his service and the $32 DOJ fingerprint processing fee, a $24 FBI fingerprint processing fee.)
