    C&R 03 FFL/Handgun question

Can someone with a C&R license order say a Bulgy Mak from AIMSURPLUS and have it delivered to their home? Then having to pay the $19 fee to the state to register it. Or if I went to visit my brother in Texas with an 03 FFL that I could buy one there and bring it here and register it for the fee? I tried reading through the C&R sticky thread but most of it was about longarms and made my head hurt.

No on the Macarov to your door from online source, have to ship through FFL and DROS.

Yes to out of state purchase and bring back, and you must file paperwork with fee to register. Good luck explaining CA law and 03FFL to the dealer who isn't familiar.

One last question say I buy a handgun from my brother(who lives out of state) thats on the list can I just pay him and then register it with california? I cant do a ppt since he lives out of state and doesnt qualify for that. Am I going to have to go through a Dealer and payer $100 or more dollars in fees?

        Ditto.

C&R Long guns over 50 years old can be shipped directly to your home.
C&R Handguns must go through an FFL unless they were made in 1898 or before.

C&R handguns and long guns 50 years old or older may be purchased while you are out of state and imported.
        Long guns, you're done.
Handguns, $19 and registration paperwork and you're done.

BATF regulations require that all interstate transfers involve an FFL, and that the transaction follow the laws of both states.
Your 03FFL satisfies the requirement to have an FFL involved, however, California's handling of handguns prevents a direct shipment to your home, even though you may buy out of state and personally import.

BTW: To go along with your 03FFL, spend the extra $100 or so to get a COE. It's $22/year to renew, and in combination with the 03FFL gives you some cool benefits:
Exempt from the 1-every-30 days handgun purchase restriction.
Cash-and-carry for all C&R guns purchased from a dealer in California (non FFLs and 03-only still have the 10 day wait).
IF AB962 goes into effect next year, 03FFL+COE will be exempt from the online handgun ammo purchase prohibition.

          Negative.
Intrafamilial transfers of non-rostered handguns are only good from direct bloodline... son-daughter/father-mother/grandfather-grandmother.
Coming from your brother would be treated the same as if you bought it from a dealer and the roster exemption would not apply.

Look around... You can find a dealer that won't charge you $100 to import it (if it's on the roster). There are a bunch of dealers that are $35+DROS ($60 total).

What about a gun that is on the roster?
