Took my Sampco K31 out to the range 1 month ago (results on left), just went this weekend (results on right) and similar results. Shooting with iron sights 100 yards, consistent high right. There is no further adjustment down and thinking of adjusting front sight to center (it has a notch indicating previous owners sighting made). I recall reading somewhere that the 2 o'clock position grouping is a common shooting technique error. Any suggestions?

I have the same sight problem with my K31, except more right and more up. With a 6 o'clock hold, my group is right a couple more inchs and up a few, out of the black. I was wondering if the front sight was rotated, as the front sight is already drifted towards the right side slightly. My sight doesn't appear filed down, guess I will have to look closer. Groups nice though.Comment

You should be able to correct the windage by moving the front sight forward(?) in the groove. The sight ma have been knock back since it was last sited in. I think the notches on the movable blade and the fixed groove were standard reference marks to help in finding the centerpoint.
If you were shooting off a hard surface or with a bipod, that could account for some of the vertical placement, but I think the K-31's may shoot a little high at closer ranges. Perhaps the Swiss train using a six o'clock hold and this is not a problem for them.

Thanks for the feedback. I am going to try a front sight windage adjustment, hammer tap and punch style unless someone has a better suggestions.
Based on the responses I asked my dad what distances the Swiss sighted in their rifles. He was in the Swiss Army late 50's early 60's before he left for the U.S.. He said they always shot 300 meters and sighted in their rifles for such, the targets were also allot bigger.
So it sounds like if I am going to shoot 100 yards consistently I will need a new front sight. Pretty darn close though.
