You can do it either way.. I chose to mail mine by certified mail with return receipt to prove I mailed it.

You should address it to the Chief of Police as the form must go tot he Chief Law Enforcement Officer.

I chose to include a brief cover letter informing the Chief the purpose and that he was not required to take any action.

You might consider using the internet to find the name of your police chief and address it to him by both name and title.

I hand delivered mine. No one there knew anything about it so I had to assure them that the chief had to take no action, he just has to acknowledge that a citizen requested an FFL in his jurisdiction by signing it.

huh? there is no requirement that the chief sign a C&R FFL, or even acknowledge receipt of it.

All you have to do is send a copy to the CLEO and note who that was on your BATFE copy. IF the CLEO has an issue with the app, he can contact BATFE with his concerns.

Do you want an AOW or C&R SBS/SBR in CA?

Just mail the copy to the Chief. That's all that is required. You don't need it signed, you don't need a cover letter. When people start doing more than required and make it look like a big deal, it causes some Police Departments to think that they have to do something with it. That's when we start hearing horror stories of fingerprinting and background checks being required by your local PD. If you don't treat it like a big deal, chances are your local PD won't either.

All I did when first applying, renewing, and changing address is send a copy to the local Chief of Police along with a cover letter stating that it was sent as required by BATFE and that no action is required on his part. I'm sure it went straight into the round file.

That's it. No reason to ever go there in person. In fact, the last thing I ever want to do is show up at the cop shop jabbering about my "license to buy weapons." No telling how they would react to that!
