Check out the ATF website for the C & R, CA DOJ for the COE & instructions on how to get each.

This should give you everything you need to get started. Good luck and it's gonna cost at a minimum $100 so be prepared. My COE was $86 and C&R $30.

        Have a great Kenpo day

What is the COE for? If I applied for a FFL 03, do I need to submit a COE? (I live in Los Angeles)

            Thanks!

COE = certificate of eligibility. Where is shines is Cash and Carry from 01 FFLs for long guns C&R's older than 50 years old. You need the COE and the 03 FFL to do this. No 30 day handgun buying rule with COE and 03 FFL.

              No, you do not.

If you have a C&R and a COE (certificate of eligibility), you can skip the 10 day wait on C&R FIREARMS only.

Also, with C&R + COE the "1 handgun a month" law no longer applies to you. And that extends to modern handguns as well.

That's a nice feature. So, it is in my best interest to submit a COE.

i have a C&R but no COE. Do I still need to do DROS and wait 10 days if I buy C&R rifle from a California dealer?
                    Thanks.

That right there is why I try to buy all of my C&R's out of state.

A quick entry into the bound book and I'm done.

So which forms and how many copies do we need to start the 03FFL?

Also I remember a website that had step by step instructions. Anyone know what I'm talking about.
