C&R question

[CDS]

I just got my green paperwork from the ATF. They sent two complete forms.
Do I fill out both complete forms and send the appropriate form to the ATF and my local law enforcement chief? Or did they just send me two copies in case a mess one up? Any help would be appreciated.
