One of my friends just moved to California but he still only has his Ohio driver's license. Am I able to discard one of my rifles to him or is that no bueno?

You are a C&R FFL, correct? If so, then you can dispose of a 50+ year old C&R rifle or shotgun to an out of state resident only if the transfer takes place at your licensed premises. You can dispose of a 50+ year old C&R long gun to a California resident at any location.
Even without a California DL, your friend probably already meets the Federal definition of California resident if he intends to make California his home.
