    C&R disposition question

One of my friends just moved to California but he still only has his Ohio driver's license. Am I able to discard one of my rifles to him or is that no bueno?

You are a C&R FFL, correct? If so, then you can dispose of a 50+ year old C&R rifle or shotgun to an out of state resident only if the transfer takes place at your licensed premises. You can dispose of a 50+ year old C&R long gun to a California resident at any location.

Even without a California DL, your friend probably already meets the Federal definition of California resident if he intends to make California his home. But by doing the transfer at your licensed premises you would be totally covered.
