I have a cousin out of state who may be willing to sell me his Bulgarian Makarov the next time I visit him. As I understand it, I can purchase this, bring it back myself or ship it to myself and then report it to the DOJ. Good so far?

Next question: Do I need to have a Handgun Certificate to do this?

You need a Certificate of Eligibility. You also need to report it to the State once back in CA and pay a $19 fee.

12072(f)(3) Where a person who is licensed as a collector pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto, whose licensed premises are within this state, acquires a pistol, revolver, or other firearm capable of being concealed upon the person that is a curio or relic, as defined in Section 478.11 of Title 27 of the Code of Federal Regulations, outside of this state, takes actual possession of that firearm outside of this state pursuant to the provisions of subsection (j) of Section 923 of Title 18 of the United States Code, as amended by Public Law 104-208, and transports that firearm into this state, within five days of that licensed collector transporting that firearm into this state, he or she shall report to the department in a format prescribed by the department his or her acquisition of that firearm.

You do not need a Certificate of Eligibility. All you need is a 03 C&R FFL. Enter it in your book, fill out this form http://ag.ca.gov/firearms/forms/pdf/curioapp.pdf and send it in with $19 to DOJ. I have done this several times.

This would be an in person purchase in while visiting my cousin in New Hampshire. I knew that I would not need an COE. I do have an 03 FFL for collecting. I wondered about the Hand Gun Safety Certificate. I know I would need to have one for a purchase [U]in state[U]. Thanks for the feedback.

sounds like you got it figured out. for further info, if you did have your COE along iwth your 03, you are exempt from needing an HSC for C&R handguns.
