I'm getting conflicting info. My understanding of the CA firearms regs is that all handguns (even C&R except blackpowder) have to be transferred from person to person via FFL. I saw on Calguns.net that a C&R handgun may be transferred (and sent via mails) if one or more parties has a C&R license and a Certificate of Eligibility. What gives?

correct. FFL meaning a CA Dealer. The C&R FFL does not count for this.

A C&R+COE does not allow you to purchase C&R handguns in CA and not use a CA Dealer to facilitate the transfer. The C&R+COE would exempt you from the 10+day wait after you fill out the DROS.
With just a C&R, you can go out of state and purchase C&R handguns and bring them back to CA. You will need to register them with a C&R handgun report to CADOJ, along with $19 per handgun. YOu do not need a COE for this.Jack

Where did you see this on Calguns.net? I haven't read anywhere that we can transfer C&R Handguns with the license and COE. With a license and COE, you still have to DROS the C&R Handgun but you can bring it home with you the same day after the trip to the FFL. What you are probably thinking of is C&R RIFLES that are 50 years and older are able to be transfered face to face. I.E. Mosins, Russian SKS, K31, etcI'm getting conflicting info.
