03FFL / Non 03FFL Transaction ?????

Being a new 03FFL holder, should I have any concerns purchasing a C&R long gun from a Non 03 holder here in the state? I ask this because a BATFE agent did a FTF interview with me prior to issuance of my license and stated to me "purchase transactions are always to be from an other FFL Licensee, 03 or 01." Maybe the agent was specifically referring to "interstate" and not "intrastate"????? Any comments greatly appreciated!!!

btw is a FTF interview common? I didnt have an interview.

you can receive a firearm from an unlicense person, you just cannot sell to an unlicensed person unless it is FTF.

The "agent" was totally wrong. You can acquire C&R firearms from licensees and non-licensees, both in California and from outside of California. Your main concern while buying from a non-licensee is that you need to get their name and address for your bound book. I've lost a few purchases at the Big Reno Show because of unlicensed sellers who would not give me their name and address.

Here's the section of the Gun Control Act that says unlicensed people can transfer C&R firearms to licensed collectors in another State...

for any person (other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector) to transfer, sell, trade, give, transport, or deliver any firearm to any person (other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector) who the transferor knows or has reasonable cause to believe does not reside in (or if the person is a corporation or other business entity, does not maintain a place of business in) the State in which the transferor resides; except that this paragraph shall not apply to (A) the transfer, transportation, or delivery of a firearm made to carry out a bequest of a firearm to, or an acquisition by intestate succession of a firearm by, a person who is permitted to acquire or possess a firearm under the laws of the State of his residence, and (B) the loan or rental of a firearm to any person for temporary use for lawful sporting purposes;

From what I understand it is more uncommon. I did find out that when I mailed my 03 application, BATFE decided to pull a selected number for interview and mine happened to be in that pool.
