Who to send C&R applicant copy to?

I'm working on my application for a C&R license but I want to know if I should be sending a copy to the head of my local city police dept or the head of LA county sheriff dept? Thanks.

If you live within the incorporated boundaries of the City of Pasadena then you should send the CLEO copy of your application to...

    Bernard K. Melekian
    Chief of Police
    Pasadena Police Department
    207 N Garfield Ave
    Pasadena, Ca. 91101

If you live in an unincorporated part of Los Angeles County that is just close to Pasadena then you would send it to...

    Sheriff Leroy D. Baca
    Los Angeles County Sheriff's Department
    4700 Ramona Blvd.
    Monterey Park, CA 91754

The easiest way to figure out where to send the CLEO's copy.
What agency will respond to a 911 call at the address on the application?
Thats where the app needs to go.
