can cmp firearms be delivered straight to your door? and if so, how is it they can get around california gun laws, i.e. not using 01 or 03 ffl?

Yes they deliver to your door.
They were created by Congress to promote firearms safety and marksmanship training for U.S. citizens and have special exemptions under Federal Law.

At least that is easier than the old "true" FBI background check that you actually had to submit fingerprints for.
