Question on 1911 CMP paperwork.

Probably a stupid Question on the paperwork for the 1911's.
on the box that says FBI Upin #, just leave it blank or put none?
As far as I can find out it's just for people that keep getting denied or delayed wrongly. they can apply for a Upin to help straighten that out.
Finally decided to apply for one and I don't want the paperwork kicked out because I filled it out wrong

The CMP makes a couple of references about ?all blanks must be completed? but for the FBI UPIN it says ?IF APPLICABLE? haha!!

I just wrote ?N/A? on that line.
