    C&R Receiver Question

    Found a C&R receiver I want to order from a private seller located in West Virginia.

    Do I need to use a 01 FFL or can I have the receiver shipped to a local 03 C&R FFL and go through him/her?

    If I can use a 03 C&R FFL, can you provide documents for the seller in case he has doubts about it's legality?

    We don't even have to get into the "is a bare receiver still C&R" debate here. Your question can be answered just by saying that you can't go through a local 03FFL for anything. Type 03 FFL's can't act as transfer FFL's for other people, even on C&R firearms. Type 03 FFL's can only acquire C&R firearms for themselves. They can dispose of C&R firearms to unlicensed people if those firearms no longer fit into their collections. But they can't acquire a C&R firearm with the intent of immediately transfering it to somebody else.

        All the more reason to get an 03 FFL of your own

        It's a long wait, but the process it not at all difficult. In the meantime, just find a dealer to receive and do the transfer for you.

          As is pointed out. One cannot use a C&R to make acquisitions for others.

          That makes any discussion of the C&R status of a receiver moot.

          Worth pointing out though -- since a firearm must be in original configuration; it is highly unlikely that a receiver meets the strict defintion of C&R.

            Get your C&R! It is easy as filling out forms and sending them in. It took less than a month from the time I handed my mailman the envelope to the time he put my 03FFL in my box.
