Is it any problem to get COE in Los Angeles?
If not how to do this?

Should not be a probem since DOJ issues them... Fill out paperwork get finger printed (livescan).. mail in paperwork. i live in LA county (Torrance), had mine within a week

download the coe application form the ca doj website. there is a link in the pdf form. it lists livescan facilities by county.
