If you, as an 03, purchase a C&R rifle or handgun out of California you must volreg (unless it's an antique) when you import to CA correct?

yes. There is a specific form for it on CFARS. It's called "Curio or Relic Firearm Report". Which is separate from the "Collector In-State Acquisition if Curio or Relic Long Gun Report". And you are supposed to do so within 5 days of importation.
*"Volreg" isn't officially a term for any of the forms. There specific forms for specific types of transfers. -
