Looks like an early US or US/Condemned (sold on civilian market) wide flute, beveled cylinder. Measure the diameter with a micrometer to tell if it has been polished/refinished. I dont have the exact number in my head, but if it is under at all it has been polished. Early cylinders had no approaches to the locking notch.
