    FFL 03 and private ammo sales

    Quick question: does an FFL 03 allow you to perform background checks for the purpose of private ammo sales?

    In regards to CA ammunition laws/regulations...

    A valid C&R 03-FFL by itself has no value and does not grant any exemptions to CA ammunition laws.

    A valid C&R 03-FFL and valid CA DOJ COE grants an exemption that allows the person who has both of those to be able to:
    1. Legally acquire ammunition from a non-CA licensed ammunition vendor/CA FFL dealer without having to have the ammunition transfer be done through a CA DOJ licensed ammunition vendor or CA FFL dealer. [PC 30312(c)(6)]
    2. Legally order ammunition online from a non-CA vendor and have the ammunition shipped to their address. [PC 30312(c)(6)]
    3. Travel outside of CA, acquire ammunition and bring that ammunition back to CA without having to utilize a CA DOJ licensed ammunition vendor or CA FFL dealer. [PC 30314(b)(5)]

    When acquiring ammunition from CA DOJ licensed ammunition vendor or CA FFL dealer, a person with a valid C&R 03-FFL and valid CA DOJ COE must still undergo an ammunition DROS/background check. But, is qualified to conduct that process as a COE check. [PC 30370(a)(2) and 11 CCR 4285]

    A person with a valid C&R 03-FFL and valid CA DOJ COE is not exempt from the amount of ammunition they can legally sell in CA. [PC 30342]
    ^500 rounds per 30 days still applies.

          In state, only to another FFL03 + COE holder.

            You can't. You can "Buy" ammo. To sell, or transfer it, you need an Ammo Vendor License, and access to the DES system, were you perform the background check.

                Through a FFL 01, same as you would sell firearms to a non-licensee.
