So let's say it's a private party transfer sale of a C&R Handgun to a FFL 03/COE holder, the 01 FFL will do a DROS on the C&R Handgun as a private party transfer being registered to the new owner (C&R holder)?

Yes it is hard to tell, your going to have to research it. If its an early Sino Soviet Chinese with the blade bayonet then its C&R , if its one of the recent import ex military SKS's good chance its C&R, if its a Civilian market nice looking SKS its not going to be C&R.

It is Not a handgun,
it is a SKS.

Chinese and no date on rifle. What I can tell so far, it must be 50 years old and I just can't prove that with a chinese SKS.

Therefore, I think I can't take a chance on selling to a FFL3/COE

In general, for a Chinese SKS to be recognized as C&R by the BATF, at the least it needs to be from arsenal /26\, with a serial in the 12 million range. I think. PAX
