    C&R Regulations: Firearms and Ammo Transfer Clarification

    Hello,

    Most posts on this seem to be a few years ago and with California constantly changing regs I wanted to double check before I try to buy something.

    Can C&R eligible firearms still be transferred directly to your home? Are only long guns acceptable or can hand guns be directly transferred as well? Are there specific features on a C&R firearm that makes it ineligible for direct to home transfer?

    Can ammo be transferred directly to home? Do I need to register ammo that is ordered from out of state?

    Any help is appreciated guys. Many thanks.

    In CA it's legal for 03FFL & COE holders to mail order ammo and have it shipped directly to their home. No background check or additional paperwork necessary. You have to find a company that is willing to sell to you because not all are willing or current on CA laws. ammoshoponline.com is one that does and seems to have decent prices.

      Under ca law all c&r firearms from out of state need to go to a 01 ffl you can still do ptp transfers on rifles but handguns need to go to a dealer I forget in state shipping on rifles someone more knowledgeable will probably chime in

        only IF you have a 03FFL, AND you have a COE; the advice above is not correct without those things. Once you have both: you can person to person transfer (cash-and-carry) a C&R long gun in state, but not a handgun. Out of state, you can person to person transfer C&R long guns and C&R handguns. Both cases require you submit the form after the transfer (within 30 days if in-state, within 5 days of bringing in gun from out of state). Mailed to you, can only be a C&R long gun, from within CA.
        Without the 03 and COE, you have to DROS all firearm transfers at an 01/07 FFL*, and go through the ammo background check for ammo.
        *actually there is one kind of transfer that I think doesn't require the COE but I forget which

          Yes forgot to add only if you have 03 ffl and coe kinda assumed op knew about those

            I do have both a COE and an FFL 03.
            So, firearms mailed to me can only be from within California? I cannot, say, order a firearm from Gunbroker or an importer from out of state and have it sent to my home?

              You don't need a COE to buy a C&R firearm out of state in person and bring it back.

                Exemptions for a CA resident with a valid C&R 03-FFL:
                1. Importing a C&R firearm that they physically acquire while outside of CA without needing to utilize a CA FFL dealer. [PC 27585(b)(1) & 27565]

                Exemptions for a CA resident with a valid C&R 03-FFL and valid COE:
                1. No 10 day waiting period when acquiring a C&R firearm from a CA FFL dealer. [PC 27670]
                2. No 1 in 30 day wait on handguns or semiautomatic centerfire rifles. [PC 27535(b)(9)]
                3. Can be used as proof of CA residency. [PC 26845(b) & 11 CCR 4045 d.1.]
                4. When acquiring C&R firearms, it is an exemption to needing a valid Firearm Safety Certificate. [PC 31700(a)(6)]
                5. When acquiring C&R firearms, it is an exemption to needing to do a safe handling demonstration. [PC 26850(h) & 26860(g)]
                6. Acquiring a C&R long gun from a non-FFL inside of CA without needing to utilize a CA FFL dealer. [PC 27966]
                7. Acquiring ammunition from a person within CA without needing to utilize a CA DOJ licensed ammunition vendor. [PC 30312(c)(6)]
                8. Either online or in person, importing ammunition acquired out-of-state without needing to utilize a CA DOJ licensed ammunition vendor. [PC 30312(c)(6) & 30314(b)(5)]
