    COE New Application woes

    Hello all,

long time lurker here. I finally decided to go about trying to get my COE and FFL03. The problem I am having is that I don't have a real ID so it wants me to upload my DL and proof of residency. So I upload a JPG version of both my Birth Certificate and my CA DL. But when I hit the preview button, and says

"Selection of Real ID ''NO'' you are required to upload the following documents: a valid Driver License or Identification Card AND proof of lawful presence in the U.S."

so I'm not really sure what to do now. I have tried a couple of different browsers. Same results so I am curious if I need to upload the forms in a different format or something? the website says that JPG is accepted, but it doesn't seem to recognize the uploads.

Any help that can be offered would be greatly appreciated.

Going through the same issue. I sent an issue report for it and just got a reply back today . They say they're aware of the issue and working to resolve it. However, they said to follow the steps below to submit my application but it essentially just said to do the exact same thing. It said select "no" since it's not a real ID and then submit the supporting documents smh. I clicked on "Yes" anyway so I'll see if they process my request since they know their site has an issue.

The COE application/renewal process is a trainwreck. My COE expired last month so when I tried to renew, it said my DL was not a Real ID but I couldn't find anywhere else to upload proof of residency. It was almost time to renew my DL anyways so I went & did that then went back to CFARS to renew my COE. It accepted my new DL but there wasn't a comment section to enter my FFL information. Added everything to cart then deleted it so it went into the "pending" folder on CFARS. From there, I edited because now there was a comments section to add my FFL info. Clicked SAVE & submitted but then got an email a few days later that my FFL info was missing & I needed to email it to them. It looks like they received it because now my status is "Processing".
It's like CA DOJ does this on purpose just to keep people from having COE. Really sad because many people need a COE for work.

So true! The DOJ site is one of the glitchiest, circular, and frustrating websites ever to exist.

I know a couple of high school kids that could fix it for them and do a better job.
Are they hiring the lowest bidder in india to do the programming for them?
