No mention of projectile in any if the news story, only that (according to the ATF)the bore size exceeded federal limit of .5”.
There are dozens of cannon builders on ebay/internet selling cannons from 1.7” bore all the way to bowling ball bore...

So my neighbors bowling ball cannon is a DD?

I do not know the particulars..But Breech Loader and even Rifled does not make a difference..Plenty of original and reproduction guns out there like the Whitworth and My Cannon are Breechers,and over a 1/2 inch bore..Many at the public reenactors events too....

As long as it is of antique design, does not fire a self contained cartridge with a center fire primer and projectile in the shell case and such.He could not run afoul no matter what the bore size..

He likely made something OTHER than a antique design ignition system and a separate powder charge, projectile and using something other than an antique fuse or friction primer system....

Something more has to have been going on here we do not know..

It's two DD counts.
1. Cannon (it does not say it was black powder or muzzle loading).

Yes sounds like it was having an explosive more than anything..Like I said if there were actual rules against antique Black powder ignition Cannon designs for more than .500 cannon bores, alot of us would be in the Club Fed..

I always tell people you could make a Cannon large enough to fire a caterpillar out of as long it does not use a self contained modern cartridge to fire it..Uses antique firing mechanisms, modeled after a antique design, and NO self contained cartridges..

My largest is actually only 1.5 Inch bore..But alot of fun..And it is a nice display piece too when not in action. And little baby which is a 1/3 scale of the full size I built. It is actually .50 caliber, the ATF will be grateful for that version,LOL. Both are Breech Loaders of course..
