    A hypothetical question re:C&R transfer

    Ok,
    say Mr.X is a C&R holder living in CA. Has a C&R rifle Mr. Y wants to buy. Mr. Y is a resident in another state. It just so happens Mr. Y is coming by Mr. X's residence in CA while on vacation. Can Mr.X legally transfer said C&R rifle to Mr. Y at the C&R licensee's residence, FTF, by logging required info in the BB?

    Is Mr. Y an 03FFL as well?

      If Mr. Y is not an FFL then it is legal if the transfer meets the following conditions...

      1) The firearm is a C&R rifle or shotgun (Federal requirement)
      2) The firearm is at least 50 years old (California requirement)
      3) The out of state party comes to the C&R FFL's licensed premises (Federal requirement)
      4) The transaction is legal in the buyer's State too (Federal requirement)
