C&R record keeping question

When a C&R license is allowed to lapse, does the ATF require that all firearm transaction records be sent to them? Seems to me I read somewhere that this is no longer required. I need the answer and where to find the reference.

It's not my letter. I got that copy somewhere in my internet travels. Post it if you like, it's not named so I don't see the harm.

After enhancing the letter, I can read the last name of Mr …don from Co…, CA. It’s better to cut out your info before scanning.
