FFL03/COE & ammo purchase - beating a dead horse

    FFL03/COE & ammo purchase - beating a dead horse

    Just purchased some ammo from a vendor on gunbroker. Done this before with zero issues. I just e-mail him copies of my FFL03 and COE and usually I'm GTG. I buy from Buds all the time. He just e-mailed me he can't ship me the ammo. I explained the law is clear about ammo purchases with an FFL03 & COE. His reply to my inquiry why not able to ship to me:

    "You are correct the law is very clear it lists all FFLs but not a 03, I went back and looked to be sure. Sorry I do this for a living and I will not do anything to jeopardize that.. Do you have a AVL lic.?"

    Vendor lives in Northern California. Does this matter? Or am I mistaken about ammo purchases with the 03 and COE?

    It's the vendors choice. I have the same as you and also and I get my ammo from 4 different sources. As others won't ship.

        Yes I believe this matters. California vendors can not ship to California. This is a brief explanation on LAX website FAQ

        Q: Does that mean I won’t be able to use my COE + FFL03 to buy ammunition online and have it shipped to my home after July 1, 2019?!?!

        A: This topic is tricky: We spoke with the CA DOJ on 6/18/19 about clarification to the document dated 4/18/19, and they told us that COE + FFL03 holders will NOT be allowed to circumvent the eligibility checks and purchase documentation via online purchasing and home delivery after July 1, 2019. HOWEVER, according to CRPA attorneys, this only applies to ammunition vendors in CA, so, if the VENDOR is out of state: COE+FFL03 = ship to home OK. If VENDOR is in CALIFORNIA: COE+FFL03 = not exempt. Our OC store doesn’t ship, so please don’t ask.
        Even still. There are some out of state vendors that will honor the law and ship to California and there are those that refuse to.

        I started a list of those that will HERE
        Stop calling them Lawmakers. It only encourages them.

          Rice Man, I saw on the list Ventura Munitions is crossed out. I just ordered ammo from them on Jan 8 and they shipped it with no issues.

          Has this changed in the last 20 days?

            Good to know. A vendor that is crossed out on the list is one that originally was confirmed to ship to FFL03/COE holders then later changed their policy.

            They must have changed it back. Can you post in that thread your experience and what they required so I can re-add them?

                Ive received all types of ammo with my FFL03+COE with no issues but I do ask before I buy it on gunbroker.

                    Riceman is correct. If the seller is in the state of California cannot ship to you the buyer in California with a 03FFL and COE. This is also true for out of state vendors who also have ownership or a physical presence in California. An example of this are Sportman's Guide, they own Harbor Freight and Freedom Munitions, owned by LAX Ammo.

                      A CA ammo vendor **cannot** ship to a 03 FFL in CA. An out of state vendor can. It is a stupid quirk of the law. This being CA, that should come as no surprise
