What documentation is need to prove it is mine once I buy it.

    Yes.

You record his information (name, driver's license # or state ID # or FFL #) and the rifle's information (make, model, caliber, serial #) into your bound book.

    No.

rifle is not 50years old yet but is listed as c&r by Batf, so I'm trying to get c&r

If the rifle is not over 50 years old, then it needs to be transfered through a FFL dealer, even if you have a C&R FFL and the rifle is listed as a C&R firearm.
CA law [PC 12078(t)(2)] only exempts long guns that are over 50 years old from this requirement.

In CA, a C&R FFL + a COE = no 10 day waiting period on C&R firearms and no 1 in 30 day wait on handguns.

In CA, a C&R FFL only = a person out-of-state can ship a C&R long gun direct to you. Gets you nothing else.

Would this kind of transaction be OK if both parties were C&R FFLs?

Also, I thought the cert. of eligibility was only for c&r handgun transactions.

How does one apply for a COE, how much does it cost, what are the requirements for one, how often is it supposed to be renewed?

          Thanks.

No. If the rifle is less than 50 years old it has to go through a FFL 01. California law.
