As in I need to bring one when I start DROS? Or it needs to be shipped with one?

Ask your ffl before any shipping.

I believe just sending you the lower from a C&R pistol would fall outside of being classified as a C&R.

ATF published an opinion that C&R guns had to be in the original configuration to be considered C&R, but it was addressing guns being imported into the US.

However some FFLs have taken that and ran with it, extrapolating it to any C&R gun even those that were born in and never left the USA.

In the end, the only opinion that matters is the FFL who will DROS it to you, our opinions means nothing.

If they DROS it as a frame only and check the C&R exempt box, it will go through.

Since this is not an import, and since the frame is the firearm, it is C&R with or without a slide.

Might as well bring a mag as well. Just in case the ignorant FFL also insists you do a safe handling demo of a "frame".

I just recently purchased a 1944 Colt 1911A1 complete lower from a gentleman in Houston. The seller told me has sold and shipped C&R lowers fo California many times but my FFL seems to be a little skeptical on it. My FFL sent me info he read on the DOJ website stating that it has to be “in its original configuration”. That being said has anyone had experience buying a C&R handgun receiver out of state shipped to your FFL? I assumed this would totally be fine, and I’ve seen many folks sell C&R rifle receivers to California but am unsure about handguns. Any experiences or advice would be greatly appreciated. Thanks!

Beyond "original configuration" ATF specifies that "receiver only" doesn't qualify as C&R.

Since it's being sent to an FFL dealer him receiving it shouldn't be a problem. Getting it to you, if your FFL doesn't consider the gun C&R eligible, would be the problem.

Original configuration would allow, just my opinion, adding a 1911 "upper" of whatever manufacturer and wouldn't have to be a Colt. "Original configuration" doesn't mean original condition. A slide is a slide, a barrel is a barrel so far as configuration is concerned.

Do not ask here ask your ffl. If you did not hide your location someone could possibly refer an ffl to you.

If your FFL has said he'll run it then you should be OK. I'd have a slide, barrel, etc at the shop when the thing shows up. Will probably come in handy for the "safe handling test" silliness too.

Just an update to this. FFL ran this no problem for just the frame only of a C&R 1911. This was not a PPT but a transfer from out of state. Hope this helps others in the future!
