Commemorative Winchester '94's... C&R?

So, I'm looking at a NIB Winchester 94 Oliver F. Winchester commemorative, and need to know if it is C&R. We know it was made in the 1980's, but the seller is not sure if it is C&R based on the commemorative aspect. He's willing to listen, if I can find supporting documentation.... but so far I haven't been able to suss out the ATF list. The book on their website lists specific rifles/serial numbers, and I need to find an official ATF list with commemorative listed on it... it it exists.

Can anyone point me in the right direction?
