My father bought himself a Romanian Tokarev that came with 1 mag. He ordered another mag that is also Romanian. Neither of the mags can be seated with 8 rounds no matter how much force you put behind them. He said his friend also bought a Tokarev TTC from the same source, and he was able to seat my father's mags with 8 rounds in his Tokarev no problem. My father tried his friend's mags with his friend's ammo and still cannot seat a fully loaded mag. He told me that the serial number on the slide does not match the serial on the frame. Can that be the root of the problem?

Non-matching slide and frame could be an issue, however, I would think it is unlikely in a TTC given my experience.
I would first look closer at the magazine release. Try removing the mag release and see if the mag will seat fully into the frame. If it does not seat, it could be a bad after-market safety or something else.

Talked a bit more with my father and he said the 8th round is pushing up against the slide itself. When he loads 7 rounds the mag seats no problem. He also said with the slide locked back the mag seats with 8 rounds no problem. I'll have to go over and check it out for myself.

The follower or the spring is hitting the bottom of the magazine. You may be able to modify the follower to give you more clearance.Comment

I finally got to play with the Tokarev. Took it down to examine everything, everything looked to be fine. The 8th round is just pushing up against the bottom of the slide. I think you're right about the follower modification. That should fix the issue.Common with some semi-auto's. It should load with no problem with the slide back.

That tab is pushing against the magazine floor plate when fully loaded, not allowing the rounds to compress the spring enough.
Knowing my dad he'll just go straight for his rotary tool and cut off a bit more than needed. He has no patience for filing metal lol. I'll have to do it next time I'm there.

My TTC will barely seat the mag with 8rds in it. It will go in, but takes a firm push. Easier to just lock the slide back anyhow, load the mag and pull the slide back and let it go home. I mean, nobody in their right mind would carry one of these....Comment

I filed down the follower maybe 2mm in one of the magazines, and now the mag is able to go in with 8 rounds. It does need to be pushed in firmly to seat, but better than not seating at all with 8rds. I just left it at that and told my pops to file the other follower himself. He'll probably still use the rotary tool
