No, it's a 91/30 that someone converted into a sniper, the scope is a reproduction.

One quick giveaway is that PU sniper rifles were only made from 1942 to 1947 (with 1945-1947 rifles being very, very rare). Tula PU's were only made 1942-1944, Izhevsk 1942-1947

Anything outside of that date range is obviously not original
