    03 FFL transfer to 03 FFL

    When Transfering a Long Gun Milsurp over 50years old between 03 Holders. does the receiving 03 holder have to have a COE thrugh the State ofCalifornia? Thank You to the Forum for any input.

    If they live in Ca., they must have both a 03ffl and a COE for a transfer done in CA.

        Sooo, If both 03 FFL holders have a COE, Does the transfer still have to go through a Licensed Dealer or is it legal to conduct transaction privately? And if so there isnt any real benefit to having an 03 ffl,

          Private transaction, record it in bound book, buyer reports purchase to CA DOJ via BOF 961 form.

            yes you are correct, 03 is a waste for 99% of cr guys

              OK until I get a COE it will like any other transaction. Wont have to even log it as an acquisition, Thank you all. Always get good advice and info from you guys. Thanks

                If you have a 03ffl, all acquisitions of Curios or relics, no matter how you acquire them, are to be logged in your bound book for as long as you hold a license.

                    Well, depending on how close you are to the state line you could step over it, do the deal & then step back in to CA. I've bought a few C&R firearms at the Reno show and a couple of sellers were CA C&R holders.

                      Were in Sacto Area. Will deal with it til I get my COE. Geez, Love Hate relationship with California. If the kids would move Id head out to freindlier climes.

                        No 10-day wait for C&R firearms.
                        No 1-every-30 days (for any gun, DOJ reversed the opinion stated in Lockyer's memo).
                        Face-to-face "parking lot" transfer of C&R long guns.
                        Buy C&R guns (long or handgun) out of state and bring them home.
                        Online ammunition purchase restriction exemption.

                          03FFL is federal and you must comply with all State and Federal laws.
                          COE is state and provides exemptions to some state laws.

                          The thing to remember is that you don't "use" your 03FFL... you ARE an 03FFL licensee. All firearms purchased that fall under Federal C&R classification must be logged in and out of your bound book, regardless of whether they were acquired/disposed of through an 01FFL, another 03FFL, or a non-FFL (where state law allows).

                            Yes, it is useless along with a COE.

                            Unless you want ammo shipped to your home from internet sellers or import it in person from out of state.

                            Unless you go on vacation out of state and want to purchase and bring back a C&R pistol or long gun.

                            Unless you want to cash and carry a C&R long gun in CA from a private seller.

                            Unless you want to be exempt from the 1 in 30 handgun restrictions.

                            Unless you want to be exempt from the 10 day wait when purchasing a C&R handgun or long gun from a dealer.

                            Yep, useless.

                              Re ammo through the mail, I've found some on line sellers are doing the "no sales anyway" even if one has the C&R/COE exemption. I've had a mailbox in OR for a while, they forward as needed. Having the OR mailing address and C&R/COE exemption allows me to comply with the law and sidestep the worried on line sellers - they ship to OR with no problems. Depending on deals, some free shipping sales, it works out fine.

                              My OR mail drop would forward a bloody head in a box NQA so long as it was labeled "bowling ball" but it's worthwhile to be legal on this end.
