Now that the m1 has to be shipped to an FFL do I have to fill out a 4473 and wait ten days after it gets here?

If you have COE and C&R, then the answer is no and no.

But you do have to DROS and pay DROS fee and tax, you just do not have to do a 4473 and no 10-day wait.

CMP used to ship directly to your door in CA without a C&R OR a COE, like they still do in other states. Place your order get the M1 in 10-21 days, not any longer.
