I was at a LGS yesterday and I saw a pistol I wanted to purchase. It was definitely a C&R (Iver Johnson Top Break). I asked the LGS if they waive the 10 day wait if I have a COE and 03FFL. They said no. They also said, they don't do C&R transfers. So my question is, I thought that an 03FFL with a COE cannot be denied the 10 day waiver. Is this correct or no? I also thought that 01FFL is required to do C&R transfers if the firearm qualifies as such. Is this now not true?

How are they going to sell an off roster pistol without doing a C&R exemption on the DROS?
And you can't require a FFL to be smart apparently. You can hope for it, but not require it. So if they are morons, then you will have to wait the 10 days or go somewhere else. -
