Zoning and FFL3

On the ATF form 7/7CR it is advised to contact the local zoning department before submitting the application. Are there any locations that have zoning ordinances that apply to collecting C&Rs? Is this just an artifact of ATF using one form to fit all licenses (some of which are commercial)?
